There's no multiple times of adding/removal. I don't recall when the rating feature was deactivated (possibly before my official join date). As far as I can remember, the buttons have always been there, functioning or otherwise.

That's another one-million-dollar question for IB. But I would guess if this ever made it, it would be at the very very bottom of the IB to-do list.
