I think the issue here is that Putin appears to be actively supporting the separatists with weapons. Remember the stir de Gaulle caused in 67 by sticking his nose into the separatism question with that now infamous phrase!

Imagine what the situation would have been if de Gaulle had been shipping weapons to the FLQ!
