Remember, JNU is dominantly a market where customers fly to JNU rather than people based in JNU flying out. A lot like the dynamics of most Caribbean flights [cruise/leisure traffic with some government traffic and sparse business travel].
Well JNUites like to travel...south. Northbound traffic is from ANC and such. Although I guess there is that cruise traffic seasonally.
