From what I've read, it's best to get to the beach area early as it fills up and some other comments mentioned the water getting choppier in the afternoon.
Time wise, depends on how many fish are there to see.

Never understood why a lot of tourist attraction close early. It can be light until say 10pm yet by 5pm, that's it.
