Yes, pretty sure EWR-PHL is always on a Piedmont DH8. Without having to gate check you should be just fine. Just head to the shuttle bus in the 'hub' of Terminal F and take the bus that goes to Terminal A. The ride shouldn't be more than 5 minutes unless you have to wait for planes to taxi (and the kids will probably enjoy the view).
Thats what I'm figuring.. I've had less time to get between terminals at JFK and made it.. Thanks all for the input.. now lets just hope it doesn't snow..
