Yes, pretty sure EWR-PHL is always on a Piedmont DH8. Without having to gate check you should be just fine. Just head to the shuttle bus in the 'hub' of Terminal F and take the bus that goes to Terminal A. The ride shouldn't be more than 5 minutes unless you have to wait for planes to taxi (and the kids will probably enjoy the view).
