The Chinese have not updated that leaving the airport is now allowed in PEK (see my bold) but the tansit rules are not limited by country.
1. is correct except in practice 24 hour TWOV people can leave the airport too.

2. is badly out of date. Unfortunately the information on Chinese consulate websites can be wrong or contradictory.
