Count me in that group, too. I set the thermostat at 62 and highest fan level with continuous fan on.
Anything much more than 68 and I'm sweating under a medium blanket, and at 75+, I might as well just get up and work or go out for a walk or something, cuz I ain't sleepin'.
In addition to cool air and constant noise, I am most comfortable in a moderately firm bed with a thick blanket (quilt or comforter-style is preferred) over me (which necessitates a cooler room temperature, of course). I can go over 65 if it's a thin blanket instead of a nice comforter, but I don't find that nearly as comfortable of a sleeping environment and will often toss and turn before finally falling asleep. If the room is over 70, I'm tempted to kick off the blanket entirely and just sleep on top of it, but I find that an extremely uncomfortable posture. I need something with some weight on it on top of me to comfortably sleep.
If I encountered a thermostat that wouldn't go below 70, I'd throw a hissy-fit with the manager. I understand setting ~65 as the lower limit, and I can deal with that (although heaven is a 62-degree room with a nice, heavy blanket over me), but anything higher than that is just unacceptable.
