My next door neighbors who fly one, maybe two times, year were coming back from Puerto Rico on holiday & got vouchers for the entire family & hotel when they took a bump to next day flight. My cousin's in-laws took a bump going to the in-laws family reunion (and didn't tell my cousin or her hubby who got stuck waiting at the airport for 3 hours - they were pissed). Again, people who rarely travel.
I don't think Joe/Jane are as savvy re: waiting for the offer to increase or know what they're entitled to in the case of IDB, but I think a lot of folk will take them nowadays.

I posted this last yr I was flying PHL-SFO-SNA in F on a RPU. It was way over and the offer was $200. The GA wasnt able to control the mob as everyone wanted it I told him Id take no less then $300. People heading to Hawaii grabbed it even thou it meant a 6 hr delay in getting there
People see it as free money or as a way to fly elsewhere on the cheap, I wouldnt be at all surprised if they jumped at it for $100. So its not waiting it out for more, they think (and today probably correct) if they wait theyd end up with Zippo, so $150 or $200 is better then $0
the other yr @ TLV AZ was way over I was on an award tkt but figured OK I will use a voucher some way. They didnt take me nor pay 1 person, they offered those not staying in FCO a non-stop instead on whomever and they had to turn people down.
