Sorry about the bad transfer. If you can get out of CEB vs MNL, probably much easier, agreed, although I like NAIA myself.
But I'm a little confused by your comments. I've taken the shuttle the other way and it took less than 30 min from when I got my bags until I was in Terminal 3 for my connection, and neither of those flights were on PAL. It was also not involved in traffic either. Are you talking about two different shuttles above or what am I missing? The one I rode did seem to have a schedule based more on getting 5 travelers or so than on the clock, but I'd probably wait for it if we're talking about the same shuttle.
