Agreed the terminals are not walkable and are like 3 separate airports that share the same runway. Within the airport ground the terminals are not that far apart but to transfer to them you need to exit your terminal and go on city streets to the other terminal. The streets have bumper to bumper traffic and what normally should take 10 minutes turns into an hour in crazy traffic. The terminal transfer shuttle is only one vehicle and it operates on a sketchy schedule and gets blocked by the traffic also. The girl working the transfer desk laughed at us and said she had no idea when it was coming again or when it left last. Therefore your only option is to get "taken" by the predatory fixed rate cab drivers. The line for the metered cabs was more than an hour long. Once you arrive in the correct terminal you are greeted by long check-in lines, lines to pay the terminal tax and immigration lines. The quickest part of the transfer was the security and maybe that was because she was texting on her phone and the people passed quickly beep or no beep.
Next time, we will definitely chose to transfer in Cebu.
