Which is a pity, as if the HBO savings do come from baggage, people who have a discount but not need for baggage should be able to get them too.

It's akin to Avios redemptions - you can't get a discount in the Avios required if you book a HBO fare. Was this an active decision, an oversight, or something that falls into the "too difficult" pile - I'm not so sure on that one.

HBO flights are typically £10/12 lower each way than lowest economy all-in fares. I have booked HBO fares for the greater discount and cheerily written off the £1.
