As I intimated in my post above, I don't actually think it is a pro active *decision* at all, as the booking engine version that supports HBO options is a more recent generation than the one that supports and powers the all the discount codes (including many of those give out for events).

However, a decision might well have been made that there is either no urgency, no business case, or indeed perhaps no requirement to address, update or change this.

Which is a pity, as if the HBO savings do come from baggage, people who have a discount but not need for baggage should be able to get them too.
