I stated through PayPal which meant not through eBay, but directly through PayPal via an invoice. The dispute was with a guy in France, while I am in NY.
I opened a dispute through PayPal. Some days later, I was granted a refund but needed to ship the items back, so generally I won. So next day I went to submit tracking on PP and I noticed the dispute closed. I called PP and they told me it was closed because previously they had trouble getting more information with my account, even though they had my SSN, bank info, and some other things. So he basically won the dispute because of that. So what I did was I called my bank which is Chase and got submitted a charge back for not as described. So the worker took note of the situation and I was granted a temporary refund while they look into the case
