The problem is that in this case the charges aren't on the final bill. Housekeeping "discovers" that items were "taken" and then they just silently charge your credit card a day or two after checkout, without asking. And the only way you'll ever notice is if you're in the habit of checking your credit card bill. (Many people aren't.)
