A rep said my card was not properly linked when the statement closed, 04/04, and the miles are going to be reported when the current statement closes. Yet in another SM chain another rep confirmed my card was linked properly in March and the miles were already reported.

Looks like I am going to have to make a macro that logs into the Citi website and sends the SM, and run it daily.
