Call me old-fashioned, but when an upgrade is important to me, I'm always able to find the time to search for a manager's name (or call to ask) and then email him/her with a personal request. YMMV.
Do what works for you. I don't have time to search and sending message to twitter yields me 100% success when needed. I usually get answer way less than within 24 hours and I can do other work or spend time with family instead of research.
