jackiedada's post confirms the Ts and Cs published by Emirates. It has been debated before that your initial interpretation makes more sense, but it's not how the rules are written.
Space would only be an issue if EK28 was the second flight and was also full in First and Business. In that case, Dubai Connect applies the timing as if the flight did not exist.
OP. Book using Multiple Destinations option and separate the GLA-DXB and DXB-ISB legs. You'll then be able to select the flights you want (I just tried it) and it's also currently showing about £150 cheaper than the option you posted.
