So I politely said that that didn't answer my question of whether the rules had changed or if it was a glitch. She then said it was a glitch. Told it would be 1-2 business days to get the fees back. Required all sorts of info though (name, zip code, email address, phone number, city)

They said I won't receive an email about the fees being refunded (so why do they need my email) and that I just need to keep checking the balance over the phone
So, if anyone has some Paypower cards in their possession that they haven't unloaded yet, might want to check on the balance before heading out to use them.
When I'm able to get my hands on these, I unload them right away if possible and no more than 1 or 2 days. Haven't had the fee charged on any of them yet.
