FWIW I am under 25 too. The same rules apply there's a just a fee, which can be waived with a CDP or PC as you mentioned.

Yep I've had a look at that it just wasn't clear about the under 25 fee being removed - it still showed up in the terms and conditions.

Ahh ok thanks.
I've just signed up to Hertz Gold, didn't give me any CDP to use but I just put in the gold CDP from here. Think I might book then email/call hertz, try and get it in an email that I won't be charged the underage driver fee.
