I don't think this is sufficient - for instance, Silkair is a fully-owned subsidiary of Singapore Airlines, but no mileage is earned for flying on Silkair (they don't do pre-boarding for Star Gold either, but I don't think Air Dolomiti choosing to do pre-boarding for Star Gold implies that you'll also get mileage).
