Perhaps I was not clear. Actually, you wouldn't because if he retired from serious flying years ago, there is no way he could maintain status beyond 1 year.
So the rule is, op-ups processed by tier status always - iOs followed by Plats, followed by Golds, and then silvers. Within a given tier, its tier miles accrued from enrollment to date that decides who in a given tier gets the upgrade first.
