I believe it was a refundable fare with a change fee situation.
Or, to look at the other way, if it was non-refundable, then this shows that you can pay over $6800 for a non-refundable fare that would bump you up against the cap as a DM.

What you in fact posted is another example of why to book as one-ways on a really expensive fare even besides the new rules!
