It does seem exorbitant to us, but I actually think the fare is partially to subsidize the local passengers that they lose money on. Now most Filipinos get rides from friends and family. But there is a minority who come from abroad that use the taxis cuz manila metered cabbies won't go to some areas that are far from main roads. I rode with a friend and the neighborhoods are tough to navigate. Plus I'm sure in an area like that there is no return passenger. So it's exorbitant and I don't use them, but it's not always just based on ripping off tourists imo.
