Expedia clearly said no cancellation/no changes without forfeiting 100% of the fare paid. This is not the sort of detail I would get wrong.
By the way, in the UK at least, Emirates' does not charge fees.
I have booked countless tickets through expedias where they have this non refundable no change full forfeiture line on the final screen. I only ever book the exact fares that I am after (check them externally through EF/KVS). I was NEVER EVER told by expedia that a fare was non refundable/changeable when calling despite of the above.
