I hate this too and have had to make comments to the Hotel about it. At the Waldorf in Edinburgh it was offered to take my bag and I said 'No Thank you'. Apparently me setting it down to check in was the sign to sneak up behind me and take my luggage. I had to stop the check in process to go grab my bag from the cart. I was not happy
