InComm acts as the customer service for the regulated bank which is Bancorp or MetaBank. InComm itself is not regulated which is how they can get away with treating customers poorly.
I think Incomm is a non regulated division or a subsidiary of a regulated Bancorp, so MVD does not have to comply with federal banking regulations yet enjoy the benefits of a federally regulated bank?
