My Citi Thank You 2for1, 15% discount and Thank You rewards tickets have all had United receipts for the pre-discount amounts. When I've cancelled or changed them on UA.com I've been issued United credit for the residual amount.

They always have been for me (and this has been for many years). And collecting the 50% fare bonus for first class to boot.
So it seems odd to me to give PQM and PQS but not PQD. It might be a kink in the system since PQD is new. But I would think that it would be all or nothing. Either a ticket is eligible for all three (PQM, PQS, PQD) or nothing. But not a hybrid mix.
I had something similar with a TA issued ticket on NZ stock. Couldn't use an RPU on the UA segment as it was 'bulk'. Eventually I got the fare construction from the TA, read them over the phone to the 1k desk and they fixed the issue. It took months of fighting though.
