Agent doesn't really have a choice - UA can only issue a ticket themselves - they don't have an option to issue any other way than 016.
Anything ticketed by UA and eligible for MP credit will also credit PQD (assuming credit for flights is done to MP). The only way a 016-issued ticket won't count if on a * carrier is if it is not in an eligible fare class (say LH metal K fare) or booked on a non * carrier (say, in some instances where UAs website even will book a segment on CX).
