It's hot and humid, sidewalks aren't in best shape, and bus with a/c costs 20 Piso. I also saw some Jeepneys that apparently go terminal to terminal, but I suspect that would be even harder to figure out.
I actually took Jeepneys out of Terminal 1 to Baclaran LRT Station a couple of times before just for the heck of it, to see if it could be done. It was actually quite easy. Just flag down random Jeepneys and ask where they go. Pretty much any of them headed in the right direction seem to go past Terminal 1, Terminal 2 and the Domestic terminal. Terminal 3 might (?) be a little more complicated. Not sure, never tried it.
Like the third time I tried that there was a nice older Filipina lady also waiting by the road and I talked to her and she was all like, why the heck would I take a Jeepney when the AC bus is only a few Piso more.
But in all, I was just playing around. When a nice air conditioned Airport Taxi is fast, easy, safe and costs a whopping ~$4 USD it is just silly to do anything else.
