Delta schedule change rule on international award tickets

Looking for clarification on the rule for modifying an international award ticket and using the DL schedule change rule to get change fees/mileage requirement differences waived when I want to modify the routing.

DL.com states one hour is needed here:

Blogger Delta Points states it's a cumulative total of 60 minutes or more. So....if one flight is changed 30 minutes and another is changed 35 minutes then the sum is over the one hour requirement and a change can be made without penalty.

I'm up to call #3 to the DL DM line and International Re-issue desk.

Calls #1 and #2 resulted in a phone rep saying it was 90 minutes. Call #3 transferred to the intl reissue desk but the agent was adamant that the change required ONE flight of 60 minutes or more; not cumulative.

Looking for some clarification by you award ticket schedule change vets out there.
