You need to define what is 'reasonably' for you. It might not fit the reality on ground. Just a hint - cheapest rooms (w/o windows) in cheapest district (which no so incidentally is local red light district) start from $80/night.
If 'shopping' means malls then the only option is vicinity of Orchard rd. Expect that rooms are starting from $200/night.

For the 2nd point on late c/out and easy access to shopping, hotels with guaranteed late check out options are usually airport hotels (Crowne Plaza) or Club room with access to executive floors (Shang, Mandarin Oriental comes to mind). Shopping is readily available everywhere if you are looking at high street shopping, but is that what you are looking for? or would you prefer something more ethnic/cultural??
