The airports would gladly provide arrivals lounges - if they could make a buck or two hundred from them. And the buck or two hundred would have to be in the realm of car parking charges to make the temptation come to reality.
If the airport owners thought they could keep you parked in their
cash register car park longer, they would offer all sorts of "amenities".
