Most SIMs I've seen at those stores are pre-cut (i.e. you can just pop out the small part), but the stores themselves also have cutters for the rest of the lot.
The 'pre-cut' ones you see are most likely pre-cut to normal sim, and micro-sim. Nano sized ones are normally packaged separately.
