This would indicate the passenger is responsible for those documents.
In the OP's case, the website indicated how much the tickets, with the infant also identified, would cost. It did not show that the infant would need his own ticket, at least at the purchase screen. So how would the OP have been aware?
Don't disagree with doing one's own due diligence, but the website also has to produce the required information too.
