The OP has no contract for the child to fly. Reservations/PNRs are not contracts to fly.
Not that the rules necessarily apply here since there is no US travel, but the DOT rules do not require a ticket issued--only a reservation confirmation.

Why should the OP have to search out for that when the website appears to sell him his infant ticket when making the reservation?
