IME very early flights send all passengers into F for immigration and customs. You can exit and go upstairs to SkyPriority--but no PreCheck--security but at that hour it funnels into one lane with all the early kettles.
Later flights send connecting passengers to E, where IIRC there is a SkyPriority security lane. Terminating passengers are sent to F. However, if you don't have a checked bag, you can follow the exit signs for passengers terminating in ATL, do immigration and customs in F, and then go upstairs in F to re-enter throughout the SkyPriority security line.
