They don't need to gulp water on the go like the "inconsiderate" gaijin because many travel from their home to the station to their job with downtime in-between to rehydrate while tourists go from site A to site B, etc. in blistering heat which may require frequent liquid intake when practical to stave off a hospital visit.
It's a hard life, but someone's got to do it.
