I travel a lot by land from Zim into Moz, and visa's are freely available at the land border crossings, at a cost of $76.00, which is clearly marked at the border post. I know people who have flown into Beira with no problems. As a guideline though this is a single entry 30 day visa, where you can get a multiple entry 6 month visa prior to arrival.

Vilanculos is a large tourist area for Moz, and the perception of tourists has changed over the years, from slightly distrustful and officious, to pleasantly welcoming and helpful.

Hope this sort of helps.
