Even if you don't get to Seoul, city of Incheon is a large metropolis. There are beaches, eateries, and historic places near the airport you can visit for cheap. 4-5 stars near the airport is also cheaper than equivalent hotels in Seoul. There are information on this forum about things to do in Incheon, search for those. There are free tours offered at the airport for 3 and 6 hours layovers, one of them being the DMZ tour.
