It was amusing to have one of the CO agents read me the rules when I was 20~. It stated that you had to be 21 to have a membership, but if you were *G, then you only had to be 18
After PCs became UA clubs, the age restriction for *Gs disappeared, except where required by local law (eg PHL). Some time after that, the age for membership was reduced to 18.
