From what i see the issue is industry fare type not set to 'premium' in many cases, but this could be Sabre specific. Is it?
Because BA sometimes doesn't file the cabin properly in the Booking Class listings, but sometimes it does:

If you do a Booking Class look-up you'll see that some fares are described as being PE and some are not. It all depends on if BA is consistent on how they file the fares and all of the descriptors surrounding the fares.
