I understand the OP's frustration - really getting tired of people thinking that they are so special/important, etc. that the rules don't apply to them. I think, like baggage restrictions, the airlines need to either enforce this requirement or drop it.
I tut-tutted on my flight today when numerous pre-fight announcements were made that electronic devices such as iPads should be set to flight mode and switched off until after take off.
What took the cake was that I noticed the cabin manager enthusiastically tapping away on his iPad while in his crew seat during takeoff.
