The APR on my Prestige card is 9.24%. By comparison, if I were to use the pay-over-time feature of my American Express Platinum card the rate would be 18.24%
For me, this is unimportant because I pay in full, but if someone were thinking about carrying a balance Citi might be the better choice, although I'm sure lower rates are available elsewhere.
