Empire Airlines is already a DOT-approved scheduled carrier. Its just been mostly cargo.
Empire Airlines already holds a Part 121 certificate, so the biggest hurdle is that sucker.
Maybe its issues with getting their inflight department set-up? (flt attendants?)... but it is highly unusual for it to take this long.
