I believe the 1.6 is actually standard on Titaniums now. New change for '14.
Those headlamps don't look like bi-xenon HIDs though. They look more like the standard halogens. Also they do not appear to have the LED accent lights.
Could be a late model '13 with the SEL Technology Package.
