Yes, that is my understanding for an elite using a Skymiles Amex card to meet the MQD requirement from card spend. Charges must occur in calendar year 2014. Delta has said that they will add a credit card spend monitor to your account info visible when logged onto Delta.com, but I have not seen that yet.
For people replying on MQD's instead of cc spend, the MQD's apply to the year in which the trip is FLOWN (and not paid for). Just like flown MQM's.
As for the 10k MQM boost from the Delta Skymiles Amex Platinum card, I think the point of the reply is that what year you get it does not matter. If earned in 2013, the excess MQM's will rollover anyway.
