That layover is short enough that you should have no trouble leaving your bags at the airport. The trick is that when you check in at ORD, make sure the agent checks your bag all the way to DPS. If it is checked only to HKG you will have to collect it. If it is checked to DPS then it won't even come up on the conveyor in HKG.
If your check in agent refuses for some reason you should ask for a supervisor (but I can't imagine they will refuse). Either way, if they won't check it all the way to DPS at least you'll know before you leave ORD whether you have to pick up the bags or not.
