Yes, you should get both BPs at LHR. If not, just go to the TK transit desk at IST.
Yes, you can change your seat from window to aisle or vice versa (assuming the seat you want is available).
"Fast Track" is for premium (First/Business class) passengers and/or passengers with top elite status in a frequent flier programme.
