There is no such list. It's an "all nationalities except" sort of thing. The exceptions mostly being those that are on the 72 hour list. Maybe a few specified nationalities that the Chinese blackball from time to time, who wouldn't be allowed TWOV and therefore need true transit visas. Most of those nationalities aren't likely to access, read, or post on FT.
